为保障留学生人身、财产安全，预防和减少交通事故发生，根据《中华人民共和国道路交通安全法》法律法规，结合学校实际，特将驾驶电动自行车及摩托车的相关规定告知留学生。

中华人民共和国道路交通安全法

驾驶摩托车，应当依法取得摩托车驾驶证并随身携带摩托车驾驶证。

未取得摩托车驾驶证者，车辆将被暂扣，处200元以上2000元以下罚款及15日以下拘留。

第五十一条 电动自行车、摩托车驾驶人及乘坐人员应当按规定戴安全头盔。

驾驶、乘坐电动自行车者未按照规定佩戴安全头盔的，由公安机关交通管理部门处20元以上50元以下罚款。

驾驶、乘坐摩托车者未按照规定佩戴安全头盔的，由公安机关交通管理部门处200元罚款。

特别提示：

校内、校外均按照中华人民共和国道路交通安全法实施。校内电动自行车、摩托车行驶速度不得超过每小时20公里，下坡请减速慢行。

留学生在校期间，须切实加强自我管理，提高安全防范意识和自我保护意识，切实注意自身及财产安全，遵守我国法律。如有违反以上规定的，所产生的人身、财产损失，由学生自己负责！

Article 19

Whoever drives a motorcycle shall have lawfully obtained a motorcycle driving license; and shall, when driving the motorcycle, bring with him his motorcycle driving license.

Those who do not obtain a motorcycle driving license will have their motorcycle temporarily impounded; and shall be fined not less than 200 yuan but not more than 2,000 yuan and detained for not more than 15 days.

Article 51

E-bike cyclist, motorcyclist and the passenger shall wear the safety helmets in accordance with the provisions.

E-bikes cyclist and passenger if not wearing safety helmets in accordance with the said regulations shall be fined between 20 yuan and 50 yuan by the Public Security Traffic Management Bureau.

Motorcyclist and passenger if not wearing safety helmets in accordance with regulations shall be fined 200 yuan by the Public Security Traffic Management Bureau.

Note:

Law of The People's Republic of China on Road Traffic Safety shall be implemented on and off campus. The speed of   e-bikes and motorcycles on campus shall not exceed 20 kilometers per hour. The driver should slow down when going downhill.

International students must strengthen self-management, improve safety awareness and self-protection awareness, pay attention to the safety of themselves and their property, and abide by Chinese laws. In case of violation of the above  regulations, the personal and property damages incurred shall be borne by the students themselves!
